Insight Global is seeking an Environmental Acquisition Specialist to support Environmental Support and Services at Joint Base San Antonio (JBSA), TX. This individual will work closely with the Government Project Manager (PM) to provide both technical and administrative assistance. Key responsibilities include ensuring that Requests for Proposals (RFPs) for environmental consulting services adhere to acquisition package standards, conducting quality control reviews, and managing project funding.
Must-Haves:
- A bachelor’s degree in engineering, science, or a related field relevant to the job.
- At least 3 years of experience in environmental consulting services, including work under the Resource Conservation & Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA).
- Familiarity with Performance Based Remediation (PBR) and Optimized Remediation Contracts (ORC) acquisition, with experience in one or more Federal agencies.
- Ability to obtain a Common Access Card (CAC) for access to military bases or Federal premises.
- Capability to pass a comprehensive background check and drug test.
- Experience with the contract acquisition process, including various contract vehicles such as those used by the Air Force, GSA, and USACE.
- Experience in developing Independent Government Estimates (IGEs) for contract acquisition packages.
- Knowledge of state and federal environmental regulations, the Defense Environmental Restoration Program (DERP), and Federal Acquisition Regulations, including site investigation, cleanup, and closure.
Plusses:
- CPA or other recognized professional certifications/licenses.
- Experience working with the Department of Defense (DOD) or other government agencies.
- Familiarity with environmental remediation technologies and practices.
Day-to-day Responsibilities:
- Collaborate with AFCEC personnel, contract agents, installation managers, and other government staff to draft project requirements.
- Create project plans and relevant planning documents.
- Prepare estimates and other project package components for USAF review.
- Develop project package documents for the Air Force, including:
- Statements of Work (SOW), Performance Work Statements (PWS), and Independent Government Estimates (IGE) for environmental investigation and remediation contracts.
- Clearinghouse approval memos, requests for contracting support memos, and contractor alternative identification memos.
- Draft project scopes, recommended quality control processes, CDs, and project package cover sheets.
- Assess industry capabilities and recommend project strategies, requirements, and necessary services.
- Obtain contract and task order reservation numbers, including ATR forms.
- Review requirements packages for completeness before submission to the USAF, noting any discrepancies.
- Monitor contract development and timelines for award.
- Provide revised documents for contract modifications as needed.
- Assist with internal contract acquisition presentations.
- Support program requirement development and future fiscal year needs.
- Manage technical teams, including workload distribution and timely deliverable submissions.
- Oversee Air Force environmental restoration program management processes.
- Supervise environmental investigation and remediation contracts.
- Conduct safety briefings and accompany remediation contractors into controlled areas, providing necessary safety briefings.
- Review deliverables from investigation and remediation contractors, including work plans, investigation reports, and recurring performance reports.
- Update Management Action Plans, Community Relations Plans, and other general installation documents with the latest site cleanup information and status
